Inspired by the “Ma Ville Ma Voix” project, the Alcoa aluminum plant of Baie-Comeau created the Alcoa Sustainable Communities Funds (ASCF) in 2012. The MUWBR initiated the discussions that led to the creation of these combined funds representing 25 million dollars distributed among three Quebec communities where the company has facilities. Therefore, the awarding mechanisms are in line with the municipal civic participation process of Baie-Comeau (“Ma Ville Ma Voix”), Bécancour (“Valeur collective”) and Deschambault-Grondines / Portneuf (“Mes idées. Notre avenir).”

This financial lever is an unconventional funding tool, resolutely participative and structuring in the long term. The only way to access the Baie-Comeau Alcoa Smelter Sustainable Community Fund (BCASSC) is to take part in the “Ma Ville Ma Voix” process, by transforming an individual inspiration into a collective project. Ideas and projects must undergo a well-defined process before being submitted to the board of directors for investment decision-making, which is supported and facilitated by the MUWBR through MU Conseils.

Also to be highlighted is that MU Conseils plays a role of regional consultant or harmonization agent for the two other communities that benefit from the Alcoa Sustainable Communities Funds.
